Palestina "Estado no Miembro" de la ONU

Hoy se vota en la Naciones Unidas una resolución de la Autoridad Palestina para que sea aceptada como "estado no miembro" de la ONU, esta aceptación que seguramente será votada favorablemente por una amplia mayoría pareciera significará un paso más hacia el reconocimiento de un estado palestino soberano.

Como israelí y defensor de los derechos humanos y la paz universal y en particular en el Medio Oriente, veo en esta propuesta importantes elementos positivos. Voy a especificar.

Aún entendiendo los argumentos de Israel y EEUU que sostienen que este paso no contribuye a las negociaciones directas entre Israel y la Autoridad Palestina, intuyo que insertará un factor para un acuerdo sobre fronteras que en la actualidad es imposible de conseguir por vía de esas negociaciones directas.

Insisto en que las presentes posiciones tanto de Israel como de la Autoridad Palestina consideran que lo máximo que la contraparte puede ceder no cubre el mínimo aceptable. ¿Será posible entonces, que las negociaciones directas, sin intervención de un tercer factor lleguen a un feliz acuerdo?

Las experiencias vividas desde los Acuerdos de Oslo de 1993 que establecen (http://es.wikipedia.org/wiki/Acuerdos_de_Oslo) " la retirada de las fuerzas israelíes de la Franja de Gaza y Cisjordania, así como el derecho de los palestinos al autogobierno en esas zonas a través de la autoridad palestina. El gobierno palestino duraría cinco años de manera interina, durante los cuales el estatus sería renegociado (a partir de mayo de 1996). Las cuestiones acerca de Jerusalén, los refugiados, los asentamientos israelíes, la seguridad y las fronteras exactas fueron excluidas". Fueron precisamente esas cuestiones no definidas, las que hicieron fracasar los numerosos procesos de negociación.

El tema es muy complejo y tiene dividido no solamente a los actores directos del conflicto, sino a todo el mundo que observa que éste adquiere día a día, una magnitud más grave que involucra a más países y fuerzas armadas convencionales y hasta con armas genocidas.

Todos los analistas coinciden en reconocer que la llamada posición Clinton es la más aceptable para acuerdos fronterizos, y lo cierto es que ambas partes están en discordia solamente en un pequeño porcentaje que ronda en un 5%.

Aunque no esté especificado en la presente propuesta de resolución, el reconocimiento de Palestina como "estado no miembro" de la ONU, implica que este estado y todos los votantes a favor, en la Asamblea de hoy, al especificar que el territorio de Palestina comprende los bordes de los territorios ocupados por Israel durante la Guerra de los 6 días en 1967, aceptan que el resto es Israel. Eso excluiría a todos los extremistas de ambos lados que reclaman todo el territorio como propio. Los palestinos que reclaman para Palestina todo el Estado de Israel y los israelíes que reclaman para Israel todos los territorios ocupados en 1967.

Espero y tengo razones para ello, que el reconocimiento de hoy hará más posible un acuerdo entre dos partes y con la facilitación del agregado de un tercer factor facilitador.

Con o sin la nueva resolución el futuro del conflicto seguirá incierto y mucho dependerá de la actitud de las naciones con sus manifiestos y ocultos intereses.

A los que me acusen de iluso los invito a ofrecer ejemplos de un pasado de las negociaciones directas exitosas entre estas partes.

Palestine, a "non-member state" of the UN

Today, the United Nations will vote a resolution presented by the Palestinian Authority in order to be accepted as "member state", this acceptance will surely be favorably voted by a large majority. It seems that this is a step towards the recognition of a Palestinian state sovereign.

As Israeli defender of universal human rights and peace, and particularly in the Middle East, I see in this proposal important positive elements. I will specify:

Even if I understand the arguments of the government of Israeli, as well as of the U.S. who argue that this step does not contribute to the direct negotiations between Israel and the Palestinian Authority, I presume that this act will insert a positive element for an agreement on borders, the one that it is currently unobtainable via these direct negotiations.

I insist that the present positions of both, Israel and the Palestinian Authority, consider that the most the counterpart can give does not cover the minimum acceptable. Is it possible then, that direct negotiations, without the intervention of a third factor will reach a peace agreement?

The Oslo Accords of 1993 set the "withdrawal of Israeli forces from the Gaza Strip and the West Bank, and the right of Palestinians to self-government in these areas through the Palestinian government and that during five years on an interim basis, during which the status would be renegotiated (as of May 1996); The Issues concerning Jerusalem, refugees, Israeli settlements, security and the exact boundaries were excluded from this agreement" (http://es.wikipedia.org/wiki/Acuerdos_de_Oslo). Were precisely these not defined issues, those which jeopardized many of the initiatives for a peace agreement.

These issues are very complex and divided not only the direct actors of the conflict, but to everyone who observes that the conflict every day become more serious involving more countries and conventional armed forces and even genocidal weapons.

All analysts agreed that the so called Clinton formula is the most acceptable for a border agreement. Indeed both sides disagree only in a small percentage by about 5%.

Although even not specified in the resolution proposed, the recognition of Palestine as a "non member state" of the UN implies that this state and all those that will vote in favor in the Assembly today, will accept that the territory of Palestine will be under the edges of the territories occupied by Israel during the six days war in 1967. Thus accept that the rest of the territory is Israel. This fact can exclude all the extremists on both sides who claim all the territory for themselves: The Palestinian extremist claiming the entire State of Israel for Palestine, and the extremist Israelis claiming all the territories that Israel occupied in 1967.

I hope and I have reasons for this, that the present recognition will make more possible an agreement between the two parties in which the facilitation of a third factor added as facilitator, will be accepted or imposed.

With or without this new resolution, the future of the conflict is uncertain and much will depend on the attitude of the nations and of their open and hidden interests.

To those who will accuse me of naïve, I am inviting to provide examples of past successful direct negotiations between these parties.
